It has been alleged in the charge sheet that there was a scam of Rs 250 crore in the recruitment of constables. It was alleged that the question papers of the written examination for the recruitment of constables were sold for Rs 6 lakh to Rs 8.25 lakh. Agnihotri said that around 225 people who bought these question papers were put behind bars, but those selling question papers are still absconding and are sitting in the state secretariat or the police department.

He alleged that there was a scam of crores of rupees in the purchase of pipes worth Rs 2200 crore in the IPH department. He said that for the next 10 years substandard pipes have been bought and a scam of crores of rupees has happened. Agnihotri said Rs 500 crore was spent by the state exchequer for holding rallies by the Thakur-led government just before the announcement of the elections. He said that if Congress comes to power, the bills for such rallies will be sent to the BJP. He said that all the decisions taken by the government during the last six months would be reviewed.
